El Vlaamse Raad Interuniversitario (VLIR) de Bélgica fue constituido en 1976 para estimular el diálogo y la colaboración entre las Universidades Flamencas con la finalidad de generar políticas conjuntas de trabajo académico y científico. El VLIR también estimula a sus universidades a participar en redes universitarias internacionales a través de su programa de UOS de fortalecimiento interuniversitario norte-sur y sur-sur.

The Vlaamse Raad Interuniversity (VLIR) of Belgium was founded in 1976, to enhance the dialogue and collaboration between the Flemish Universities with the purpose of generating joint politics on academic and scientific work. VLIR also stimulates its Universities with the opportunity to participate in international University networks, through its UOS programs of interuniversity strengthening north-south and south-south.

 
       
 

OBJETIVOS

Objetivo General Académico: Generar y difundir conocimientos sobre factores de riesgo socio-económicos y sus consecuencias en el desarrollo, de manera que sean pertinentes y útiles para comprender y responder a los problemas bio-psicosociales en niños adolescentes.

Objetivo General de Desarrollo: Combatir y disminuir los problemas bio-psico-social causados por la migración, la exclusión social y la pobreza, a partir de la adecuada prevención e intevencion ofrecidos por organizaciones locales y responsables políticos (UCB,CIEC,FODEI y Fundación La Paz).

  • El objetivo específico académico del proyecto apunta a enriquecer la formación e investigación en maestría y doctorado en los Departamentos de Psicología y/o Pedagogía de la UCB en La Paz, Cochabamba y Santa Cruz con conocimiento científico, metodología de investigación y experticia en factores de riesgo socio económico y sus consecuencias bio-psico-sociales en niños adolescentes.
  • El objetivo específico de desarrollo se refiere a que organizaciones públicas y privadas y formuladores de políticas en La Paz/El Alto, Cochabamba, Santa Cruz han incrementado su conocimiento y entendimiento en factores de riesgo y sus consecuencias bio-psico-sociales, mismas que utilizan en actividades de intervención y prevención con niños, adolescentes y familias en riesgo en comunidades urbanas locales.

General Academic Objective: To generate and spread knowledge about the socio-economics risk factors and its consequences in development, that is relevant and useful to understand and reply to the psychosocial problems in children and adolescents.
General development objectives: To fight and decrease the bio-psycho-social problems caused by migration, social exclusion and poverty, throughout adequate prevention and intervention methods offered by local organizations and policy makers (UCB, CIEC, HOGAR DE NIÑOS ALALAY, FODEI, SEDEGES, Plataforma Solidaria and La Paz Foundation).

  • The specific academic objective of the project points to enrich the formation and research in masters and doctorate programs in the departments of Psychology and/or Pedagogy of the UCB in La Paz and Santa Cruz with scientific knowledge, research methodology and expertise in socio-economic risk factors and its bio-psycho-social consequences in children and adolescents.
The specific development objective refers to public, private organizations and policy-makers in La Paz/ El Alto, Cochabamba, Santa Cruz have increase their knowledge and understanding of risk factors and its bio-psycho-social consequences, which is applied in activities of intervention and prevention with children, adolescents and families at risk in local urban communities.

 

 

 
 

HISTORIA DEL PROYECTO EN BOLIVIA

 

History of the project in Bolivia

     
 

Durante 2007, una estudiante de Bélgica se encontraba realizando sus prácticas en la organización Fomento al Desarrollo Infantil (FODEI) y casualmente asistió a una de las actividades del Departamento de Psicología. Interesada por la labor que se estaba realizando contactó con el Dr. Erick Roth quien en ese tiempo era el director de la carrera, comentándole acerca del proyecto VLIR-UOS.

De esta manera se inicia el contacto con el Dr. Gerrit Loots para elaborar un proyecto conjunto que permita fortalecer el programa de doctorado (aún no iniciado) en la Universidad Católica Boliviana “San Pablo” (UCB). Ese mismo año se realizaron algunos talleres para profesores de la carrera de psicología, alumnos de la especialidad en psicología social y para algunos estudiantes de pre-grado, presentándose un proyecto ante VLIR-UOS.Ver más...

 

During 2007, a student from Belgium was doing her practices in the organization Fomento al Desarrollo Infantil (FODEI) and casually assisted to one of the activities of the Psychology Department of UCB. Interested in the work, she contacted Dr. Eric Roth who, at that time, was head of the department, commenting him about the project VLIR-UOS.
As a result of this contact, Dr. Gerrit Loots from the VUB and Dr. Eric Roth from UCB started to elaborate a joint project which would allow strengthening the Psychology doctorate program that was beginning for the first time at UCB. The joint project was presented to VLIR-UOS who rejected the proposal.
Not pleased with the result, both doctors Loots and Roth start the reformulation of the project, correcting previous observations.  In that way, in 2009, Dr. Loots visited again Bolivia for a jointly re-elaboration of the project with the team of the Psychology Department at UCB and members of three NGOs: FODEI, CIEC and La Paz Foundation.
After this workshop, a project was elaborated to finance doctoral researches for Bolivian students that were interested in the topic of Risk Factors. The project was submitted to VLIR in 24 September 2009 and approved in November 2009.
The activities of the project started in April 2010, with a start workshop, realized in La Paz city with participants of CIES, FODEI and La Paz Foundation as well as representatives of all UCB regionals of La Paz, Cochabamba and Santa Cruz.
During the workshop at the start of the project "Strengthening PhD research in the area of family, children and adolescents at risk in Bolivia", the Steering Board, Administrative Board and the Team of executors of the project was conformed. So forth, they worked on the objectives and they clarified functions of each participant in the project.
In June of the same year, a project assistant was hired and scholars selection procedure was established, opening the call during June 2010. In September, in the presence of a selection committee, four projects were chosen, two from La Paz city, one from Cochabamba and one from Santa Cruz. Also during this month a Tripartite Convention was signed for a total amount of 233.750 € destined to support scholarships and to strengthen their doctoral researches.
By the end of 2010, two PhD scholars started their researches. Moreover, In January 2011, with the financial support of the project, all students in the doctoral program were benefit with the visit of Dr. Corinne Squire, expert in narrative research of the East London University.
During the month of May a workshop was realized for the evaluation of the first year of the project with the presence of NGOs members who were involved and also representatives of the Viceministry of Science and Technology. One of the topics of this workshop was the huge importance of the link with civil society, the Estate and academia whom, if worked in a coordinated way, could contribute on dealing with high-impact social problems in a more efficient and effective way.
